Each local authority in Northumberland have undertaken a review of their 2003 Homelesness Strategy. In preparation towards the new Northumberland Council all local information has been brought together into one sub regional homelessness position statement for July 2008. This is not a Homelessness Strategy, although it does consider a number of the key areas a Homelessness Strategy would be expected to cover. It is a key reference document that can be used to inform consultation with partners; service users and stakeholders towards reviewing homelessness within Northumberland and the creation of a homelessness partnership forum. This work will facilitate the development of a robust Northumberland Homelessness Prevention Strategy during 2009/2010 to be developed with full engagement of the Homelessness Partnership and close alignment to other key corporate strategies and policies.

We have analysed data from the housing register, 2004 indicators of multiple deprivation, 2001 Census, 2004 New Earnings Survey, Land Registry, Key Worker housing research conducted for the council by Bradley Research and Consulting and an update of the 2002 survey prepared by David Cumberland Associates in 2004.

The Council will consider affordability as described in Planning Policy Statement 3 (PPS3) Housing, and the accompanying guidance and advice notes, published by Communities and Local Government in November 2006 and to be used by Local Authorities from April 2007.

The Government has introduced a new scheme of Housing Benefit for people who live in private rented accommodation. The scheme is known as Local Housing Allowance (LHA) and is effective from 7th April 2008. All new claims for Housing Benefit, for people living in this type of accommodation, will be affected by Local Housing Allowance.

Milecastle Housing Association and Tynedale District and social issues affecting the sustainability of Hexham East estate. Hexham East is an area of predominantly social housing located south east of the town centre and south of the General Hospital. The statistics show that within the Hexham East estate there are pockets out from the rest of Hexham and Tynedale as a whole.

This landmark document is the result of a unique collaboration between the six district councils in Northumberland, the County Council, Supporting People, Northumberland Strategic Partnership and other key stakeholders who have come together as the Northumberland Housing Board (NHB) to develop a county wide housing strategy for the first time.

In 2005 the Council set out the plan for the 2007/12 strategy and gave a comprehensive description of the progress made on the actions of the current 2002/07 Housing Strategy.

The main aim of the 2006 update is to describe achievements over the last year, to set out a number of key issues and to promote debate on these issues as well as the options and priorities for the 2007/12 strategy.

The Northern Housing Consortium Ltd. (NHC), formally the Northern Consortium of Housing Authorities, was commissioned by Tynedale District Council to undertake a comprehensive housing needs assessment across all areas of Tynedale; this study will assess the current levels of housing need across the District.

The aim of the Joint Allocation Policy is to allocate housing to people in the greatest need so that they are housed as soon as possible while at the same time ensuring choice, sensible housing management including void management, and social mix.
The Joint Allocation Policy will deliver the objectives of the Council and Tynedale Housing Ltd. These objectives will include the expectations of tenants and residents as well as National Housing Policies.

Tynedale Council is undertaking an Urban Housing Capacity Study as part of its Local Plan Review. This reflects Planning Policy Guidance Note 3: Housing (PPG3), which sets out the Government's policy for the delivery of housing through the planning system, based upon the 'plan, monitor and manage' approach. It will recognise the need to give priority to re-using previously developed land, bringing empty homes back into use and converting existing buildings, in preference to greenfield sites.

When considering an application for planning permission that requests affordable housing the Council will expect:
50% affordable housing in areas with priority 1
40% affordable housing in areas with priority 2
